Brush Holder

I have a wall mounted gold plated brush holder. I noticed an accumulation of what I assume is room spray and possibly urine (?). The appearance of a liquid is dried and is rough to the touch. I tried hot soapy water and a good rub, but Hasn `t worked. Does anyone have suggestions. I live in the United Kingdom.

I would suggest soaking paper towels in vinegar, then place them on the holder so they can stick and stay. Alternatively, you can use rage soaked in vinegar and put them on it. Let stand as long as possible. A good eight hours should do it.
