Ny Shower Door

I do not know where to go from here or contact person, but basically I'm looking for a way to file a complaint against the Department of buildings / building inspectors for the "Town of Hempstead Building department in Long Island, NY.
To try to make a long story as short as possible here is a summary: nine months ago I called and complained to the buildings dept. About the basement apartment was illegal dramatically change my life (I lived on another floor of the house supposedly legal, the owner was a SLUMLORD illegal and had this apartment he rented the basement very undesirable people, I paid around 2000 a month rent to live in a supposedly legal ground before (not aware of the underground cellar when I moved in) and basements that has caused many illegal rentals of problems in my life (they had their electricity and gas illegally clinging to my feet, which was considered by LIPA and Keyspan and finally resolved after several months), there were plumbing problems because of too MANY rooms facilities and people connected to the same plumbing (when they used their plumbing sometimes water out of my shower or tap their would blow dryer in my clean clothes in my hair, everything was connected illegally rigged UP) I had not access to My ELECTRIC PANEL and had many well-ELECTRIC PROBLEMS the damage with my settings hot water heater and electrical panel and I would not be able to remedy the situation through the lack of access to their illegal basement rental.
Since the owner was a SLUMLORD COMPLETE and my life was miserable because of this illegal hiring, I had no choice other than to inform the inspector of buildings, hoping they would force him to close this illegal hiring. Over the next few months, I tracked several times asked about the progress of this report and when they came to solve this problem and give the owner a citation / violation and it took FOUR MONTHS of my complant of origin before building inspector came to the same house. When she does, of course, the basement tenant did not answer the door if she left a notice of violation on the door saying she needed access to the basement, but She assured me that this was an illegal rental and she knew that people lived there (there was a mailbox for APARTMENT THREE right at their side of the door, which she said would have been my Side Door to my apartment on the first floor) and now they had their own electricity and gas (three meters on a so-called two-family house). Anyway, a few months passed and I kept track and finally it went out again and posted a notice of violation to the door. Long story short is that I finally went to court with my landlord when I stopped paying rent after so many months of living in misery, thinking I would win, but eventually, I 'I ended up having to move OUT because the whole place was the most liklely illegal (according to lawyers in court) and the owner has refused to remedy the situation, the illegal renters are still living and in an argument recently with the owner on relocation and told me that he will pay for any SLUMLORD AND BE HAVING AN APARTMENT illegal, he said: "I have a CO (certificate of occupancy) for the basement and inspectors building is "in my pocket," whatever that means he obviously has AMIS in the department of buildings, but has no certificate of occupancy, I studied and it is only a legal two families if the owner occupies the house (mother / daughter) that does not work.
