Is a rabbit stay outside in winter IVE put loads of hay in the bedroom and protection against the elements on the front of the cage. If I put in a plastic bin in the house on cold nights would be best.

Yes, cover the hutch with plastic or wood to protect it from wind and put a blanket or something in the cage for the rabbit to snuggle in.

I race professionally and Californian rabbits have shown over many years and was the Eastern European countries for the Youth Rep Arba. All our rabbits are raised in hutches outdoors have been constructed from wood with only the front door with 1 "x 1" wire framed in wood. All bedding is straw to help keep them warm. I live in Minnesota where it gets very cold. Your rabbit will be fine as long he has a nice dry place and out of wind to sleep. Looks like you have provided. move into the house for short periods would be very bad for him. Either keep it outside or inside, but not back back. The change would be very stressful.
I kept outside rabbits for many years without any problem. You should, however, supplementary feeding during the cold season. Maintaining a good quality hay in front of your rabbit at all times should.
